However, with the growing controls over tobacco and anticipated further increases in excise duty, following on from those in 2015 and 2016, driving up prices of both domestic and imported cigarettes, the duty-paid market is set to continue to decline over the next decade.

Volumes grew by a further 11.7% in 2008 and by 21.7% in 2009 to 12.7 billion pieces. More modest growth was reported in 2010 with the impact of tax-induced price rises leading to sales expanding by 10.3% to 14 billion pieces. In 2011, however, the recovery more than faltered, sales declined by 14.2%, followed by a smaller 0.6% decline in 2012 to 12 billion pieces.
