In real terms, Qatar's construction industry registered positive growth during the review period (2012-2016). Construction activity was weakened in 2015 due to the impact of low oil prices. Qatar constitutes one of the largest suppliers of oil in the world, and its economic growth is significantly dependent on oil revenues. A decline in oil prices since 2014 resulted in weak economic performance, which in turn affected growth in the construction industry.

Industry growth is expected to slow over the forecast period (2017-2021). Though volatile oil prices continue to offer a challenge, ongoing government initiatives to promote economic growth through flagship programs such as Qatar National Vision (QNV) 2030, Qatar Rail Development Program (QRDP) and National Tourism Sector Strategy 2030 are expected to support the industry's expansion over the forecast period.

The industry's output value in real terms increased at a compound annual growth rate (CAGR) of 17.81% during the review period, and is expected to record a CAGR of 7.27% over the forecast period.

Key Highlights

Qatar's construction industry registered notable growth during the review period, mainly driven by public sector investments in construction projects. These investments were part of the National Development Strategy 2011-2016, under which the government invested over QAR455 billion (US$125 billion) in various large scale construction projects.

Under QNV 2030, the government is developing a new city, which will have the capacity to accommodate a population of 450,000. The city is being constructed on an area of 38.0km2, 22.0km to the north of Doha. The project comprises 19 mixed-use residential, commercial and entertainment districts, including 25,000 residential buildings, 22 hotels, a 20-story building called Business Square, hospitals, schools, ports, stadiums, shopping malls, a blue lagoon with two marinas, four islands, several low- and high-rise buildings and parking facilities. The project is scheduled to be completed between 2019 and 2020.

Driven by the Fifa World Cup in 2022, the government is making huge investments to develop various projects. According to government estimates, it will require the construction of 12 new stadiums and 90,000 hotel rooms in order to accommodate an estimated 400,000 visitors attending to witness the tournament. Accordingly, the government announced plans to invest over QAR728 billion (US$200 billion) until 2022 to develop related infrastructure, including rail and road projects, hotels and stadiums.

In November 2016, in a bid to meet the growing demand for housing for expatriates, the government announced plans to develop a large-scale housing project in the Al Khor and Umm Salal Mohammed regions. The project includes the construction of an integrated worker accommodation community with 28,000 beds and a single residential complex consisting of 4,000 beds. On its successful completion, the project is expected to provide housing facility to over 30,000 expatriate workers.

With an aim to address the need for quality healthcare services, in March 2015 Hamad Medical Corporation (HMC), the country's public healthcare provider, announced plans to expand and upgrade healthcare facilities across the country under a 15-year Facilities Master Plan. Under the plan, HMC plans to increase the number of hospital beds in the country from 2,100 in 2015 to 4,200 in 2030; the number of clinics from 400 to 1,000; and the number of operating theatres from 40 to 90.
