Scope

 

- To boost electronic payments in the country, in November 2017 Bank of Lithuania (BoL) launched the Single Euro Payments Area (SEPA) instant payment system SCT Inst. The solution was implemented in the country's payment system CENTROlink, enabling individuals to transfer a maximum of EUR15,000 (USD 17,997.92) within 10 seconds 24/7, 365 days a year. To increase the scope and acceptance of instant payments, in January 2018 BoL partnered with European payments company SIA to access RT1, the pan-European instant payments infrastructure. As of August 2018, over 1,000 payment service providers (PSPs) from 16 countries-Portugal, Spain, France, Italy, Belgium, the Netherlands, Germany, Austria, Bulgaria, Monaco, Malta, Sweden, Lithuania, Latvia, Estonia, and the UK-have joined the instant payment scheme.

- In order to promote electronic payments among Lithuanians, BoL passed a new regulation on payment service offerings. Effective from February 2017, all banks and credit unions are obliged to provide basic payment services for no more than EUR1.50 (USD 1.80) per month, or EUR0.75 (USD 0.90) for low-income residents. The basic services that need to be offered as part of the package include a bank account, e-banking, a payment card, deposit and online transfer facilities, and cash withdrawals. As of the end of 2017, the basic payment account service is being used by more than 42,000 residents.

- The Lithuanian banking sector is undergoing consolidation due to the mergers and acquisitions of major banks. For instance, in October 2017 DNB Bank and Nordea Bank merged to form a new bank under the brand name Luminor. Earlier in 2016, Swedbank acquired Danske Bank's retail banking services in Lithuania. In order to attract new entrants and reduce market concentration in the banking sector, BoL introduced a new type of Specialized Bank license in January 2017. This allows a bank to be set up a with a low initial capital requirement of EUR1m (USD 1.2m) compared to the general requirement of EUR5m (USD 6m). This license allows banks to offer all the traditional banking services such as deposit acceptance, lending, and payment services except for services related to investments and pension funds.
