The Romanian cigarettes market has been impacted by the global financial crisis. Compared to other European countries, EU tax harmonization measures have led to steep increases in specific excise taxes on cigarettes to bring domestic tax levels up to EU minimum tax requirements. Excise tax hikes have provided substantial growth in contraband trade, which is estimated to have grown from 6% in 2006 to 20% of overall consumption in 2010. Production fell by 14.7% in 2010, but bounced back in 2011, rising by 32.2%, helped by a strong upturn in export production. The immediate prospects for the Romanian market would appear to be inextricably linked with the country's fiscal policy which is now geared towards meeting EU minimum tax targets.

Scope

Official figures indicate a 6.9% fall in output in 2013 to 53.64 billion pieces, largely due to a fall in exports, but in 2014 production rose by 17.9% to 63.27 billion pieces, assisted by a strong rise in export production.

Once a state monopoly, the Romanian cigarette market is today dominated by the three leading multinationals, BAT, JTI, and PMI, with BAT leading the market.

The improved economy helped raise duty paid volumes in 2012, putting market volume 46.2% above 1990 levels but still well below the 2008 peak.
